RE: Second reminder: Personal mail on Hendriks committee final report and letter GGZ treatment group

To Aline Terpstra <aterpstra@phullon.nl>

Dear Aline,

My apologies again, but I don't have much to add to my earlier response, I have other work (more than) full-time. We are now waiting for the Cabinet response, the letter we requested on behalf of the JenV Committee. Incidentally, I am not the only person from the Chamber responsible for monitoring the government on this issue, although I understand that you have turned to me because of the tabling of the motion.

Kind regards,

Michiel van Nispen

Member of parliament for the SP

Dear Michiel,

Thanks for your response.

As you know, the enquiry into organised sadistic abuse was not conducted independently and the results are very disappointing. I understand you are busy with other matters, but as the mover of the original motion calling for independent investigation, your opinion and the course of action you take in response to this report is of great importance.

Since you indicate that you don't have time for conversation yourself, I would like to ask if there is anyone else from your party who can speak to us in this? Time is running out, as you know.

I would love to hear from you,

yours sincerely,

On behalf of the group of mental health practitioners,

Excuse Aline, I cannot manage to respond substantively now because of my obligations to the parliamentary inquiry committee. That requires all my time and attention right now.

Dear Michiel,

Thanks for your email.

What do you think about the substance of the practitioners' group's penetrating and substantiated plea for an independent second opinion? In our opinion, if done properly, this can provide a wealth of information.

In the J&V committee meeting, you rightly raise the question, how to prevent reports against authority figures 'from being cast aside by definition'. An extremely important question. After all, there is every appearance, as several cases, including the Lisa case and the rolodex affair, have shown for decades, that it is precisely in these situations that the right of abused children is trampled upon. New rules 'at the bottom', around the process of reporting or a hotline are not going to solve that. Currently, high-ranking police authority figures have access to all files, as the police themselves assured me. In order to dare to think structurally about how this can and should be done differently, the enormous seriousness of this form of abuse needs to be put much more sharply on the table.

The outcomes of the Hendriks report are utterly lacking that power. The impact of the report falls far short of the results of the Argos investigation (overlap among 33 high-ranking officials, also regarding location and very specific sexual preferences!). Only when it is widely seen that this needs to be taken very seriously, can support be created to find an alternative avenue to do justice when authority figures/officials in the upper echelons are accused of organised sadistic abuse of children. As you have read in the letter from the practitioners' group, we see real opportunities to still get this information on the table through an independent, second opinion investigation.

A second opinion -from the perspective of abused children and the law- can only bring gains. Are you willing to, stick your neck out for this as a logical and absolutely necessary follow-up to your original motion?

I look forward to hearing your reaction.

By the way, we are also open to talking to one of your staff members, should you not be able to make time at short notice from a schedule perspective.

Dear Aline,

Your email reached me, I also read your letter.

I cannot manage to make an appointment at the moment, I am on the Parliamentary Committee of Inquiry into Fraud Policy and Services and that requires all my time and attention at the moment.

Together with Lisa, by the way, I am considering what we can do, now that the Hendriks study has been published, to follow this up in the Chamber.

Kind regards,
